He is the youngest of two siblings. He attended Unicoi County High School and Kentucky School of Mortuary Science.   Bill received his Funeral Director's License in 1972 and was the first Certified Funeral Service Practitioner in East Tennessee.   He served as Sergeant of the Erwin Rescue Squad.   He is past President of the Kingsport Evening Civitan Club and was the recipient of the Charlie Keener Citizenship Award for Kingsport in 2000.   He resides in Fall Branch.

A licensed pre-need insurance agent Cindy and her husband Wendell have two children and two grandsons. They enjoy worship as members of Christ Fellowship Church.
